A representative of the Basque National Party took part in the Congress that the European Democratic Party (EDP) held in Rome, where it was attended by the main democratic parties from around the world and all the European democratic political formations. Urkullu reminded the delegates that EAJ-PNV's goal is to end the terror and to work towards a new period of peace and freedom.

Urkullu pointed out that "I come from a European region, the Basque Country, that has suffered from terrorism for many decades. You are likely to be aware of that and you may know that ETA announced the end of the use of violence in early September. Basque society has received this announcement with a great deal of scepticism.  We have had past experiences where the Basque citizens were given hope that they would see the end to violence in our country and which were frustrated by the return to terrorist attacks".

According to the EEB chairman, " we are seeking the help and support of community institutions to foster and consolidate a scenario of lasting peace, based on political dialogue and based on scrupulous respect of human rights".

Urkullu believes that this involvement "should take the form of institutional support (statements and resolutions in favour of political coexistence in peace and fairness. Where the institutions of the Spanish State, (Spanish and Basque), reflect the will of society) and of the human dimension (with programmes for peace and reconciliation)".
