Izaskun Bilbao denounces the poor performance of the regional participation envisaged in the Lisbon Treaty
The EAJ-PNV Euro Member of Parliament, Izaskun Bilbao, has denounced the poor performance of the mechanisms envisaged in the Lisbon Treaty to ensure the participation of the regions in the control of the community legislation. Since the treaty came into force, the European institutions have only received 7% of the possible responses to the tests by means of which the states and regions can express their opinion about whether or not community legislation respects their competences.
Bilbao revealed that since the Lisbon Treaty came into force, the Commission has sent 26 legislative initiatives to the State parliaments of the 27 Member States. After they have analysed the contents, the state parliaments can also seek the opinion of their regions and to submit a report regarding the degree to which these initiatives respect their competences within eight weeks.
According to the PNV Euro Member of Parliament, this shows that the states need to greatly refine the procedures used to answer those tests regarding the degree to which the community legislation respects the principle of subsidiarity.
